The unemployed person is a person "in age o work which is depri ed o employment and working towards a". By strengthening support to the unemployed, the Go ernment has, whether he likes it or not, changed the assessment that could be "indi iduals" and "research" o employment. It has, or example, excluded rom the calculation o all persons that ha e helped contract unemployment rate, which was not the case pre iously. It also strengthened the controls. Between 2003 and 2006, the share o the outputs o the NAE that do not match a job, training or a withdrawal rom acti ity thus rose nearly 3 points, rom 22.6 to 25.4. our particular measures to reduce the number o unemployed o 60,000, at a minimum, since 2005:

The con ention or upgrading custom. or economic enterprises less licensees o 1,000 employees, the custom reclassi ication con ention (CRP) pro ides monitoring strengthened during a period o eight months. In the absence o this de ice, laid o persons ha e integrated category 1 o job-seekers. The CRP classi ied in category 4 (training unemployed), a section which is not considered in the calculation o the rate o unemployment. The measure, which bene it o 5,000 people all month strike o 20,000 to 25,000 people rom the list o unemployed since mid-2005, recognizes the Department o employment. The unemployment rate is reduced by 0.1 point.

Absences to the control. E ery month, the unemployed must re resh its status ia the "monthly situation Declaration". He was unemployed in the month o March, or example, to con irm that it still looking a job be ore the 12th business day o the ollowing month, April 17 this year. Until May 2005, the unemployed person was relaunched rom the 6th business day, which le t him about 10 days to respond. Since June 2005, the stimulus occurs until the 9th day, which lea es him more that 4 to 7 days. This re orm resulted in a statistical drop in unemployment between 20,000 and 25,000 (i.e. 0.1 point). "Its e ect should diminish in the uture," said Philippe Ra alet, Deputy Director o the statistical ser ices o the Department o employment.

Monthly monitoring. The unemployed recei e a monthly ANPE maintenance, to two per year pre iously. The re orm, applied to all the unemployed since back to 2006, to better identi y their situation. E en i they remain in requent, radiation increased as a result o this new measure: they accounted or 1.8 o the outputs o the ANPE in No ember 2006, against 1.3 six months prior. One-third o the radiation are people ha ing resumed employment without ha e made it to the ANPE. The rest is people who sel -declare as unemployed without acti ely seek employment. The Dares re uses to e aluate the impact o this measure on the unemployment rate. This is not the case o the NAE: "monthly monitoring had an e ect on unemployment between 20,000 and 25,000." "The question is whether the current photograph is no airer than the pre ious", considers Christian Charpy, Director General o the ANPE.

Assisted contracts. The de ices supported by the State to help the unemployed to reintegrate in the labour market are strongly de eloped since the establishment o the Borloo plan in 2006. Contracts in the non-market sector, or example, bene ited 25,000 unemployed more than in 2005. These programs that impro e the quali ication o job-seekers, also reduce the number o unemployed counted according to international standards (CT 1, 2 and 3). In No ember 2006, more than 190,000 people were listed in category 5, as bene iciaries o a contract unded by the State. It is 65,000 more than in the pre ious year ( 51).
