It is boiling. A ew months, se eral texts o importance came modi y guidelines or organizing the mobility o the o icers o the public ser ice. In addition to the publication o a dozen orders since September 2007, the dra t law to the mobility and career paths in public ser ice will be considered on 23 and 24 June next to the National Assembly. Its objecti e: Rethinking mobility o some 5 million ci il ser ants, they are rom public ser ice o the State (2.5 million), the territorial communities (1.6 million) or the hospital ser ice (945.000). An ultra-sensiti e site: SU unions, solidarity and thus, CGT launched a call or the strike today, denouncing "hea y consequences or the personal, their status and the public ser ice pro isions.
According to the 2006-2007 annual report on the State o the public ser ice, only 10.8 o the employees o the public ser ice ha e experienced social mobility () between 1998 and 2003, compared to 18.8 in the pri ate sector. Similarly, in 2005, only 2.4 o the agents o the State bene it o a detachment allowing the agent to a body to an another while retaining his rights to ad ancement and his body o origin retirement, i.e. an increase o 0.8 point in just eight years. "Today, too ew o icers are able to pass a Department or one public ser ice to the other." Pass an internal competition

A logic o trades
More deeply, mobility collides with the culture o the body. irst and oremost detachment, the record o the agent must pass be ore a joint administrati e Committee (CAP) o his administration, composed o representati es o trade unions and the administration. Barriers which tend to be li ted. Since yesterday, a new interdepartmental exchange o public employment was put online o ering or the moment to public o icials 313 rom o ers departments. Same approach at the local le el: since 2006, champagne-Ardenne and Lorraine regions experience local employment scholarship systems, allowing the administrations o the State present in the region, but to the territorial communities, put their acancies online. In Lorraine, some 80 sheets o positions are a ailable continuously, and ha e brought twenty detachments.
Six ad isors
More broadly, statutory logic is beaten in the ace, to make room or a logic o trades, expensi e to the Go ernment. While the State ci il ser ice included some 1,500 bodies at the end o the 1990s, are now more than 700. In the Ministry o the Interior, the administrati e part o the sta consists o 3 body against 16 three years yet. Result: while a senior attaché attached to the Directorate-General o the national police had pre iously to a detachment to go exercise in pre ecture or central administration, this mutation can be done now by simple assignment. Many inno ations that ha e their limits. "What we want, is to allow the agents wishing to change trades, based on their skills throughout their career." "It is ar rom ob ious, and some categories o population are less mobile than others", recognizes Dominique Pardoux, Deputy Head o the O ice o management o public employment o the General Directorate o administration and public ser ice (DGA P). The national printing press operators, maintenance agents, agents specialized nursery schools: some pro iles o rank C are too ew quali ied to change trades without speci ic training. Similarly, the opportunities o people exercising too skilled trades are low. Di icult or a teacher or a police o icer to join Bercy or the Department o employment... Some initiati es (see below) show that opportunities exist, but require considerable tools.
The context policy itsel poses question. In 2008, some 22.900 sta posts will be deleted including 11,000 in national Education or more than 12,000 deletions per ormed in 2007. Hence the concern o the social partners: "it tells us about mobility, but at the same time, it restricts the opportunities." While in 1994 some 24.273 places were proposed to the State ci il ser ice o icers by internal competition, they are only 14.960 ten years later, in 2005.
